i think it depends on your skill level,
when i started to use DW Ultradev, i had a very good knowledge of Dreamweaver but zilch idea about ASP ... and i can say it's entirely possible to build ASP applications with Ultradev without having to write(or know) a line of code, there is a free shopping cart extension, plus a pay one ($99) which i bought and can recommend. ... the code may not be the neatest or the best, but it works and i'm happy with it and now i've also learnt a little code writing along the way which helps me out a bit.
i'd highly recommend DW Ultradev (although it is expensive)it's easy to use plus (as mentioned by txbakers) the newsgroup support is excellent as well as many "evangelist" websites to help out too.
