I use Visual InterDev for managing sites. It has a bunch of stuff that comes with it, but mostly I just use it for dealing with the files. I code almost all of the HTML/VBScript by hand. The editor is better in the many HTML editors out there, but I do it by hand. It has a nifty CSS editor. Stay away from the controls it supplies...they just don't work. InterDev is particularly useful when you have a team working on a web site. It integrates with SourceSafe to manage the files.
