Definitely use a CMS with multiple site manager. Dreamweaver is a very powerful editing tool, great for markup, CSS and code development, but cannot run the sites in the way you describe. A connection to a database and server to deliver the dynamic content is needed, which by the sounds of things you already have, so porting that info to a CMS wouldn't be a giant leap. Even 'static' page content should be run through a CMS in my opinion so changes can be made from anywhere, without the need for FTP + code editor.
