He needs to create a "New Site" in the file menu, he needs to download the files into the new site folder. There should never be a problem, DW simply works with HTML if there aren't proprietary templates or library items being used. Are there server side or PHP includes on the site that he's trying to edit?

IDEA: Unless you're on Linux, download a trial copy of DW and try to replicate the problem he's having.
