Judging by my experience, it's not Webedit that creates the tag clutter - importing text directly from MS Word is the problem. There are several ways to avoid or at least minimise the clutter: saving the text as .txt first; importing the text through Notepad or corresponding editor; or using the Webedit font cleaning options.
