There's costs and benefits to fluid design. Depending on your client's site and site structure it may be more trouble/less reliable than it's worth.

The most reliable way to accomplish a fluid layout is via CSS. There is a library thread on fluid CSS layouts [webmasterworld.com] in the CSS forum that you may want to check out.
