woodcycl - Welcome to WebmasterWorld. From all I've seen, Contribute is a very nice site management system. In this discussion in the Content Management forum... Allowing customers to edit their own websites ...this statement caught my eye, suggesting that Joomla, as a content management system, might work as I've seen Contribute work, with different levels of access.... You'd have to use Joomla as a CMS to do this. I have no idea what that entails.
...have always recommended Macromedia's (now Adobe) Contribute product to non-techy or non-web folks to some easy site updates.

You can also assign individuals to roles - Joomla uses Access Control Levels. This way they can edit or create new content and you don't have to worry about them messing up the website.
