I don't use Dreamweaver, but the Norton firewall is notorious for making uploading difficult or impossible. If you're on your own machine, you can disable the firewall while you upload. Seems strange, though, that sites on different hosts would react differently, assuming you're publishing them all from the same computer? (Of course, there's always the possibility that the "no" you got from the one host wasn't correct.)

And, yes, being on a different network can make all the difference in the world.
