iirc the numbers correctly, Windows phones sales last time were 1.6% to 2% of all phone sales so this means Windows phone 8 would be something less than 8% of all phone sales. Like you, I've never seen one either, and I intentionally look for them.

You have to be careful cause Microsoft's claim of 4 million Surface PC sales turned out to be 4 million ordered for production and only 2 million sold with retailers returning or canceling orders.
