@Philosopher - Developers aren't interested because the world is going mobile and Windows is almost non-existent in a mobile world where it's Android or iOS. Even the servers that serve most of the internet are *nix/BSD. Desktop and notebook sales are falling while tablets and smart phones are rising.
More than half the world uses Android and most of the world uses Google. Android interfaces with Google services very well. Windows does not.
The other half of the world likes their iTunes and iPhones and it interfaces very well with Apple products. Windows does not.
Microsoft is brand new to the mobile game and has little experience. Most cell companies don't push their phones and Microsoft only interfaces with Microsoft which, in the mobile world as I said, is almost non-existent.
