It seems to me that there are only two reasons to create an app that must be picked up in an app store:

1. The app requires some of the native functionality of a smartphone like the camera.
2. The app is used in an area where there is no wi-fi or wireless access.

In most cases a web app is much better. It does not require the user to access an app store, and it can be easily acquired by visiting the mobile version of a website.
