Yes, money is definitely a factor and I agree with you that the designer's ability to understand their audience, matters.

I am specifically trying to understand what affects an organisation to produce a good quality mobile website. Things like company culture, developer skills/toolsets etc. also play a role, but all of this should be discounted when companies outsource their mobile websites, which I am assuming many do.
