yes, FAST uses a page rank system:
called "StaticRank"

I donīt know either how much weight it has in the algo, but my assumption is that itīs similarly to the Google-PR: the weight might be high, but only StaticRank doesnīt help at all.
Sometimes I see that the given weight is almost the same as Googleīs PR, unless the page is banned, of course.

I think itīs more about inbound links than outbound (so to say linkpopularity), and also than internal links - I agree with Rumbas in this point.
