There are some excellent design communities out there. Many of them centre around forums or blogs.

I'd maybe contact some of the leading design blogs to see if they have a job advertising format for posts. I know some that do.

Word of mouth is going to be your other best tool. Recommendations from peers have always led me to good working relationships.
