Adobe CS3's Bridge lets you assign meta data to a photo relatively easy, rate it (ie. 5 stars) and you can rename batches of photos in a folder all at the same time and can even include the date in the naming. It has a cool UI that lets you scale the picts up and down also. Additionally it will lets you sort them by your highest ranking if you want to.
