treemonster, it sounds to me like you are comparing apples to oranges. CAD programs are designed to do specific things that other programs are not designed to do.

Also, when you say "graphic creation software" you are being very generic. Are you referring to a vector program such as Illustrator? or a bitmap program such as Photoshop?

Regardless of which one you are referring to, they both can do what you have talked about in your post, assuming you have enough experience in the program.
