I use it and I consider it the best... and I have tried quite few.
The nice thing is that it offer high quality resamplers (including Mitchel and B-Spline).
Compared with Irfan, where you have to do a lot of settings before resizing the images, in this tool you just need to click 2 buttons and you are ready to go.
