I've researched this question several times over the years since IE introduced this, ahem, "feature". As far as I know, there is nothing the webmaster can do to turn off auto resizing for their page -- only the end user. You can trun off that Image Toolbar nuisance but I don't think that affects auto-resize.

I would suggest you rethink the way the page is coded - maybe slicing the image would help?
