Looks like they want to copy the success of Yahoo! Japan/Softbank in the UK. September last year they had 1 million ADSL subscribers in Japan, now they already have 2.7 million (see also Google Adwords and Yahoo Japan [webmasterworld.com] for some recent numbers).
