haha, the facts are only known by those who are party to the exact algos that each se uses! most likely only the developers and a limited number of senior execs who make decisions.

opinions are had by most people at WebmasterWorld, some opinions are better informed than others.

my personal opinion is that title attributes along with other w3c recommendations will help your users (with compliant browsers) and as a useful spinoff will also benefit your rankings.
