Click into a campaign and then campaign settings. Then click edit in the new network distribution box. You can adjust the "partners" to a - % of your bid. Remember to select - and not leave it at +.
Just got the email from Yahoo and went in and adjusted Yahoo search partners to %15 of my Yahoo search bids.
