I can't believe Yahoo made a blunder like this. If you're concerned with non-advertisers using the keyword suggestion tool, than keep the same tool but make sure that its only accessible by advertisers. I tried Overture's new version of the keyword suggestion tool which is available for advertisers, its awful. The old tool was great, why couldn't they have just retained it? Pointless.
