Does anyone know if you Block a domain or IP on your server if you will still be charged for a click from Yahoo/Overture if that domain / IP sends a visitor?

Is there a time like 2 seconds that the visitor has to maintain on your site for the click to count?

The reason I'm asking is one of my best converting keywords has been picked up by a "partner" site -- & they are sending Only international visitors continuously thru this One keyword.

From past exeperience, I know it hopeless to ask that a domain Not send visitors to my site -- so I thought by blocking it, I can block the charges?
