The big issue these days with Overture is their "affiliates" who are responsible for the influx of foreign traffic and rediculously crappy visitors. If I were you, i wouldnt waste my time with overture.
Ok, from yahoo.com itself, they generally Geo-Target fairly well, however if a foreign visitor goes to yahoo.com for instance and searches, they will pull up USA results.
