Contacted Yahoo about this problem a few moments ago and got this answer:

We are aware of the problem - it's a server issue and have no idea when it will be fixed. We are working on it as it is a priority for us.
They also mentioned that this is not the first time it occurs.

So in essence you can keep updating your bids manually or through a third party bid management tool with no guarantee that your updates will stick. Even if you see the change in Yahoo Search Marketing and think you are in the position you want to be, if you verify your rank in the Yahoo Search Engine, more likely than not you will not be ranked where YSM says you are.
Furthermore, your rank will keep changing everytime you perform a search for a particular keyword.

I have been experiencing this problem for at least a month now and it just keeps getting worse.
