This is not true. Probably you do not understand Chinese and never use Google search in Simplified Chinese (Simplified Chinese is official font in Mainland China). Google already supports SE based on Chinese keywords. I did see Chinese Adwords too. The problem is that Baidu looks more popular among Chinese SEs at this point because more portals use it.
Yes, it is possible, but they don't seem to have a Chinese language interface or direct links to this program from the Chinese Google site targeting the mainland.
