english.sina.com is resolving fine for me from several different ISPs in Osaka, Japan. Maybe you caught them during maintenance takagi ;)

Are you sure that people like to use this more than Yahoo. I know that Sina is a good sized portal/directory, but I never found it an easy place to use. It does not incorporate search as intuitively as many other Chinese sites (or English sites for that matter). It takes me longer to find things there.

In keeping with the theme of this thread, does Sina have a PPC program?
