That thread you're referencing is quite old. You can use the search function of the site and limit your results to something more recent.
If you host the site in mainland China then you need to apply for an ICP license. There are new regulations for .cn names, as there's been a recent crackdown [webmasterworld.com]. However, that wouldn't impact a .com registration.
