Baidu.jp will have a very tough time of it if they do not cater to the teenage girl crowd. If any business can win over this group they are almost guaranteed initial success, and if they actually have a product worth using, they will retain customers even after the initial fad washes over. The problem many foreign companies have in Japan is that they fail to realize the whimsical nature of current Japanese society. Most products in Japan have a life cycle of approx. 1 year. After which it is revamped and re-released under a new name. If they can attune their search engine to the cellphone crowd they can make up a lot of ground in the market. With approx 1.2 to 2 cellphones per capita(guessing) that would be the niche that I would try to exploit first.
