As far as getting SEO projects in general, as you probably know, it's a catch-22: few people are willing to trust someone without a portfolio of past projects to show; but without customers, it's very difficult to produce a portfolio.

Since your brother has an IT firm, can you work with/for him? Even though his clients may not be your customers directly, if you can still show that you did SEO work for them, it will be better than having nothing to show.

And you can always build your own sites. Pick a few subjects that you enjoy and build sites around them. Then you can show the results of your SEO efforts for those sites.
