On line ads are aimed at people who are already looking for what you sell.
Off line aims to catch people who hadn't even heard of what you sell.
No idea about the specifics of affiliate marketing but generally you need a balance. Say you are advertising a jazz club, on-line will catch the fans who know how the jazz scene is organised but you need to go off-line to catch the people who say "hey, I didn't know that there were clubs like that around here, lets give it try!"
