Haven't heard of CIVIX before. My guess is that CIVIX sued your local MLS. As part of the settlement, your MLS is required to pay CIVIX a licensing fee. They are passing on that fee to all the users.

It would be interesting to know if this is an issue for Google/Bing Maps as well, or if they're already paying a licensing fee.
