It does hurt, that's just what was so shocking to me. The public administrator friend I asked about this problem specializes in working with minorities and is a minority himself. He said this problem is widespread at the federal, state, and municipal levels now and folks who complain almost always just get fired and/or blackballed.

I feel grateful to work for myself. All the frustrations and precariousness--worth it.
