Create a standard questionnaire asking for the specifics you need to create a quote. E-mail it back to them and ask them to fill it out (better yet- have the form online).

The longer you make it, the more likely people will bail before completing. So make it the absolutely shortest you can to get the minimum amount needed to determine if it's a good lead or not.
