So what you should do and should have done in the past is set a reasonable deadline until you expect the content. Four weeks should be more than sufficent for 20 page website. If you do not receive the content within the period of time cancel the contract and charge the work you have done so far. At least that's how it would work in the jurisdiction where I live. You do not have to wait until kingdom come for a customer to provide the content.
