You've overlooked the simplest answer. Hire a company oversees to deal with your tech support or go to the nearest prison/jail and ask the warden if any inmates are looking to make 10 cents an hour. No different than all the big companies do. Then he can have all the free tech support he wants.

If that fails, send him to webmasterworld (or some other forum with advice on whatever topic he is pestering you about). Thats what I do now when people ask me for website advice. If they really want advice and answers, let them do the footwork to go get it. Let them find out how hard it is to find information.
