Perhaps the reason why CA, NY and TX haven't joined the group is because they can't pinpoint why they've lost tax revenues, if they've lost tax revenues. Also, I can see why for instance Wyoming is on the band wagon because their economy is mom n' pop businesses, relying on local sources, that goes for their government entities as well.
