I will say that it is curious that we are still experiencing these changes in PR, regardless of the reason or direction, given what Google has said regarding the pipeline being broken.
I don't know the in's and out's of their pipeline. I think I can accept that manual penalties could be implemented and affect PR without a full on update/push, but a brand new site jumping from n/a to 2 seems to indicate that something is still functioning here in some capacity.
Maybe the pipeline they mention only comes into play on the full PR updates for all sites and not smaller updates and manual actions? So we could continue to see movement in PR for these reasons?
