No, because the Knowledge Graph isn't a goal, it's a tool. It's a way for Google to fulfill (or attempt to fulfill) the mission of "organizing the world's information and making it universally accessible."
If all the latest data has been input and processed by the current version of the algorithm, then isn't the rollout over regardless of the level of comfort in Google's search team?
Maybe, maybe not. (We don't know what kind of tweaking gets done.) But in any case, the current update isn't complete if we're to believe what Matt Cutts said about "the week after July 4."
