IMHO This is actually the key to what happened in the last 2 years.
What you ask is not what you get. What you get is what Google thinks you want, then mix in personalisation and locations, and stir in Google's fall back sites, the big brands and wikipedia.
You could have the best website in the world on a subject and still 'fail'.
Compare that with Bing who has a simpler algo. You get more of a mix of sites, and is, in our niche, more precise.
