To put it simply: It used to be that you had to worry only about adding value to your site. Now, you need to worry about adding value to the internet. If your site is not adding value to the internet, you shouldn't expect to last anymore.

I have no insight into whether he was spamming or not. But I can tell you from working with clients that there are many people out there who made sure they were on the straight and narrow when they setup their site, but the rules have since changed, putting them in a really tough spot.
