You have to remember that not all sites are affected as they have done in the past. This is why some people are hit and others are not. It does make sense to do 'groups' and not everything at once, but this also gives Google some leeway as well. Whatever the % even if it is 2% Google can turn around and say it was a small amount affected when in all reality 2% is a crap load considering the vast amount of sites on the web today.
