Searching Google.com from the UK still returns geo targeted results from the UK

Not always. It depends what you search for. If I search for "accommodation some-town-not-in-uk" then google.com does not return results geotargeted for UK.

I have tested this particular case by phoning few friends in other countries and asked them to do the same search on google.com in English, but in their countries and read me the results of the first 10 entries. In cases I have researched, the results they were getting in other European countries using google.com were identical to what I was seeing in UK on google.com.

However, searching for "pizza" or "shoes" on google.com from UK would return UK-geotargeted results.
