I'm a local publisher too; and see this a lot.
It frustrates me that Google presumes it knows better than me what the page title is on my site... but more than that they are now "competing" in local search, so what motivation is there for them to change the page title in a way that benefits me? None. What motivation is there for them to change it in a way that makes users less likely to click through to my page and wander off to the Google+ Local pages... plenty.
Just another way Google stacks the cards in their own favour. Same old, same old.
