Is anyone taking into consideration the method of reporting visits as a possible cause of traffic dips and spikes with no conversion?

What I mean is that I've noticed in some cases, Statcounter is counting, say, 3 visits from the same visitor as 3 unique visitors. This usually happens on iOS 6 or the new version of Safari (and probably other SSL sources, but just haven't taken the time to notice). I've also noticed that GA tends to under report the same visits.
