It's clear that Google's real goal is not end user quality, it's pure monetization.

Yep. They are making us suffer, but more than that they are not giving the searcher what they want. They don't like paid ads. They like to feel like they have "found" something and not had it shoved in their face. For my business adwords simply don't work. Total double standards by google. Do as we say not as we do.
