Google’s disavow link tool proves that negative SEO is real.

As I understand it, the disavowal tool was created in response to webmaster requests to help them dig themselves out of unnatural links/Penguin penalties. If I'm wrong then please link to a statement from Google that supports another reason. Thanks!
