I wouldn't put all the blame on the victim.

In general, people seem to believe what google says simply because there is no company in recent history that has been allowed to misrepresent their product on a constant basis like that. Now that they are public - people put even more weight on what they say and take it for the truth.

The problem is there is no accountability to their words and actions.

To give an example of the aforementioned findings about Penguin, I could compare it to a company claiming their new product will kill head lice, but it not only fails do that - in many cases it results in baldness :) As we have learned, once you go bald - you may try anything to get your hair back...
