I can see it making negative SEO easier. Lets just say if my site returns after disavowing the links then surely it's easy to add my competitors site to those links I just disavowed. I would know that they were toxic as they had brought my site down, wouldn't I?

I cannot see this doing anything at all. Why would google give us this insight into what they deem to be good, bad or indifferent links? I can't see google being as stupid as this. They may see us as being that stupid though.
