I;ve been looking for the answer to same question for last 2 years,

true story:
Found low competion keywords
bought keyword domain, almost emd
optimised and put a little content
spent 1st year been out ranked by 5th level pages on major sites, a couple of parked premium emds, assortment of of other site which barely mentioned the keywords
2nd year , finally got to page 2 :)

okay, I'm not the sharpest knife in the SEO cupboard, but for a while I've been thinking that Google has been enforcing the status quo

new entrants probably need more resources than they used to before 2010
